Colorado school district implements no phone policy for students

Colorado Springs School District #11 has implemented a controversial cell phone policy starting this school year. The new policy bans students from having their phones on them.
For elementary students cell phones must stay in their backpacks. For middle and high school students the phones will be locked up in magnetic pouches that will only be unlocked at the end of the day.
According to the CSSD#11 website
For much of the last year, the District 11 Board of Education has
been focused on ways to preserve the integrity of the learning
environment… As a result of extensive research and collaboration
with various stakeholders, including meetings with employee
groups and a working group with parents, students, teachers
and administrators in the Design Lab, the District revised
policies and guidelines for attendance, behavior, and cell phone
use to prioritize student learning.
The school district posted that many students are using their phones during classroom time which is causing distractions. Some parents say they are concerned about safety and being able to reach their students.
The CSSD#11 says that teachers will have a key to unlock phones in an emergency.
